Amazon US Listing: A Complete Guide to FCC Certification

2026-06-03 · United States · Amazon · 5 min read

Amazon US is one of the most important gateways for Chinese electronics to reach global consumers. Many manufacturers stumble on the compliance step — they only come looking for certification after their listing has already been taken down, wasting time and sales. This article lays out the FCC, UL and Amazon compliance requirements clearly in one go.

Step 1: Does your product need FCC ID or FCC SDOC?

This is the most fundamental call, but plenty of people get it wrong.

CertificationApplicable ProductsTestingTimeline
FCC IDProducts with a radio transmitter (Bluetooth/WiFi/Zigbee, etc.)RF + EMC2-4 weeks
FCC SDOCNon-wireless electronic devices (wired only / no RF)EMC only1-2 weeks

Simple rule: Has Bluetooth/WiFi → FCC ID; no wireless function → FCC SDOC. TWS earphones, smart cameras, Bluetooth speakers → FCC ID. Wired earphones, non-smart LED lights → FCC SDOC.

Step 2: Do you actually need UL/ETL?

Legally, UL/ETL is not mandatory. But when it comes to actually listing on Amazon — it is.

Amazon requires NRTL-recognized safety certification for mains-powered products (those plugged into a power adapter, or plugged straight into the wall). UL, ETL, CSA and TUV are all NRTL-recognized, and they carry equivalent standing.

UL or ETL? UL has higher brand recognition, but also a higher price tag. ETL offers better value and Amazon accepts it. Generous budget → go with UL; chasing value-for-money → go with ETL. For Amazon sellers, ETL is more than enough.

Step 3: Don't overlook the "not FCC but Amazon needs it" requirements

California Prop 65

If you sell in California (Amazon US covers the whole country by default), your product needs Prop 65 compliance. It covers 900+ chemicals — mainly phthalates in the housing plastic, lead in the solder, and similar. You'll need to provide test reports and add warning labels to the product.

Bluetooth SIG

If the product uses the Bluetooth name and logo, you need the Bluetooth SIG trademark authorization. Amazon may ask for the Bluetooth SIG Declaration ID.

DOE Energy Efficiency

If the product ships with an external power adapter, the adapter must meet DOE Level VI energy efficiency requirements and be registered. Pure battery-powered products that don't include an adapter don't need this.

Step 4: Common reasons Amazon compliance review rejects listings

TOP 5 Rejection Reasons

  1. The company name on the FCC ID certificate doesn't match the Amazon seller — the certificate applicant should be the manufacturer. It can differ from the seller, but you must be able to explain the supply-chain relationship
  2. The test reports provided are incomplete — Amazon's review team wants the full reports, not summary pages
  3. Product images don't match the certification documents — the model name and appearance have to line up
  4. Missing the FCC SDOC declaration — non-wireless products don't need FCC ID, but Amazon still wants the compliance documents
  5. Missing battery-related documents — lithium-battery products need a UN38.3 report + MSDS

Summary: The Amazon listing certification checklist

Using a Bluetooth TWS earbud as an example:

RequiredRecommended
FCC ID (Bluetooth RF)UL/ETL safety (if the charging case is AC-powered)
FCC SDOC (EMC part)Bluetooth SIG Declaration
UN38.3 + MSDS (lithium battery transport)Prop 65 testing
SAR testing (if power exceeds the exemption threshold)
