Brazil ANATEL / INMETRO Certification Guide

Brazilian product certification is overseen by ANATEL (telecom authority) and INMETRO (standards and metrology institute). ANATEL certification has high barriers but large profit margins, making Brazil the high ground of South American certification.

4-Step Quick Assessment

When you receive a new product specification, assess the certification needs using these steps

1

Contains RF?

Bluetooth/WiFi/Zigbee → ANATEL mandatory

2

Mains powered?

AC powered → INMETRO safety mandatory

3

Contains a laser?

Class 2+ → IEC 60825-1 recommended

4

Contains a lithium battery?

→ UN38.3 (transport essential) + IEC 62133 (recommended)

Pure mechanical + no battery + no RF + no laser = no mandatory certification! Only Portuguese labeling is needed to export to Brazil.

ANATEL Telecom Certification in Detail

Key point: ANATEL looks at whether there is an RF transmit function, regardless of power supply. USB Type-C charging or battery power do not exempt a product. Factories in China are generally unfamiliar with the process, which is complex and carries a large information gap.

Applicable Standards

Resolution 715/2019

Test Items

RF testing, electromagnetic compatibility (EMC), basic electrical safety (SAR/safety)

INMETRO Safety Trigger Conditions

The main trigger for mandatory INMETRO safety = product connects to the mains (AC)

Battery & Laser Requirements

UN38.3 transport essential

All products with lithium batteries must provide a test report + MSDS for air or sea transport. Without this report, freight forwarders will not accept the shipment. Globally accepted, 2-3 weeks.

IEC 62133 cell safety

Not officially mandatory, but ANATEL review usually requires it and Brazilian distributors typically require it too. 3-5 weeks.

IEC 60825-1 laser safety

Class 2 lasers (visible 400-700nm, power ≤1mW) are low risk. Brazil has no separate mandatory certification, but engineering channels / brand owners consider it almost essential in practice.

Other Key Requirements

Portuguese labeling

All products must indicate the product name, material, country of origin and the importer's CNPJ (Brazilian company tax number).

Brazilian local agent

ANATEL requires the certificate to be held by a Brazilian local company. This is a fixed cost and cannot be bypassed.

Renewal business

ANATEL certificates have a validity period (1-3 years); renewals at expiration are a stable source of recurring revenue.

Port differences

Different Brazilian customs ports may apply different enforcement standards, so confirm the latest interpretation with the importer before shipping.

FAQs

Can a Type-C charging Bluetooth product bypass ANATEL?
No. ANATEL looks at whether there is an RF transmit function, regardless of power supply. As long as it contains BLE/WiFi, it must be done.
Does a battery-only powered electric screwdriver need INMETRO?
Theoretically it is not triggered. Portaria 388/2011 targets mains-powered power tools. But we recommend confirming the port enforcement standard with the Brazilian importer before shipping.
Does ANATEL require a Brazilian local company?
Yes. The certificate must be held in the name of a local legal representative or authorised agent. This is a fixed cost and cannot be bypassed.
Does a laser rangefinder really need certification in Brazil?
The official mandatory path does not cover it. But in practice, an IEC 60825-1 laser safety report is almost essential in commercial scenarios, so we recommend preparing it proactively.
