USA FCC / UL Certification Guide

FCC is mandatory for wireless products, while UL/ETL is a market access requirement. Covers FCC ID, FCC SDOC, UL/ETL safety, DOE energy efficiency and California Prop 65.

Certification Overview

US market regulation is centered on the FCC (Federal Communications Commission). For safety, UL/ETL is voluntary, but retailers such as Amazon and Walmart almost require it.

FCC ID Wireless Certification in Detail

Applicable Standards

FCC Part 15C (Bluetooth/WiFi 2.4G), Part 15E (5G WiFi), Part 22/24/27 (cellular networks)

Test Items

RF output power, occupied bandwidth, spurious emissions, frequency stability, DFS (5G WiFi radar avoidance), SAR (portable devices used near the body)

Key Information

Sample quantity1-2 units
Certification timeline2-4 weeks
Certificate validityLong-term valid (no renewal needed if standards are unchanged)
US local agentRequired (US Agent)
Factory auditNot required
FCC ID lookupPublicly available at fccid.io
Modular certification simplification: If the product uses a wireless module that already has an FCC ID (e.g., a Bluetooth module), host certification can be greatly simplified — you only need to evaluate the host EMC and antenna impact.

UL / ETL Safety Certification in Detail

UL vs ETL: Legally identical (both are NRTL recognized). UL has higher brand recognition but costs more. ETL offers better value and is accepted by Amazon and retailers. Choose UL if the budget allows, ETL if you value cost-effectiveness.

Applicable Standards

UL 62368-1 (audio/video and IT equipment safety), UL 2054 (battery packs), UL 1642 (cells)

Test Items

Dielectric strength, insulation, temperature rise, abnormal operation, mechanical protection, battery abuse tests

Key Information

Sample quantity3-5 units + battery samples
Certification timeline4-8 weeks
Factory auditRequired, quarterly

FAQs

What is the difference between UL and ETL? Which should I choose?
Legally identical (both are NRTL recognized). UL has higher brand recognition but costs more. ETL offers better value and is accepted by Amazon and retailers. We recommend UL if the budget is ample, and ETL if you value cost-effectiveness.
What are the consequences of not having an FCC ID?
Customs may seize the goods, the FCC may fine you (up to hundreds of thousands of dollars), e-commerce platforms may force delisting, and competitors may file complaints. The risk is high, so skipping it is not recommended.
Does UL certification require a factory audit?
Yes. UL audits quarterly after certification. ETL has a similar frequency. This is an ongoing maintenance cost.
Does a Bluetooth product with an FCC ID need SAR testing?
It depends on the output power and usage. TWS earphones worn near the ear are portable devices. If the output power exceeds the exemption threshold (typically exempt if <3mW), SAR testing is required. We recommend evaluating first before deciding.
If I use a Bluetooth module with an FCC ID, do I still need host certification?
It can be simplified but not waived. Using a certified module lets you skip the module's RF testing, but you still need to evaluate the host EMC and antenna impact, and ultimately apply for a host FCC ID. If you use only the module ID without a host ID, some clients and platforms will not accept it.
