Exporting Bluetooth Earphones to the EU, How to Do CE Certification?

2026-06-03 · EU · Bluetooth Earphones · 5 min read

Bluetooth earphones (TWS, over-ear, neck-band) are among the leading consumer electronics exports from China. The EU-27 + EEA market has clear certification requirements for them. Many manufacturers struggle to work out which certifications they need, in what order, and whether they can self-declare. This article explains it all in one go.

Certifications you must do to export Bluetooth earphones to the EU

CE-RED: The core certification for Bluetooth earphones

RED (Radio Equipment Directive 2014/53/EU) is the mandatory certification for any product with Bluetooth entering the EU. The applicable standard is ETSI EN 300 328 (2.4GHz wideband transmission). Test items include:

  • RF Output Power
  • Frequency range and occupied bandwidth
  • Spurious Emissions
  • Receiver Blocking

Good news: Bluetooth uses the 2.4GHz harmonized standard band, so after testing to the standard you can self-declare CE-RED without needing a certificate from an EU Notified Body (NB). That said, we strongly recommend getting a test report from a third-party lab, to deal with market spot checks and customer audits.

LVD safety: Do TWS earphones need it?

LVD (Low Voltage Directive 2014/35/EU) applies when the equipment input voltage is in the 50-1000V AC or 75-1500V DC range.

TWS earphones are powered via the charging case (usually a 3.7V lithium battery), so strictly speaking they fall outside LVD's voltage range. But in real-world commercial scenarios:

  • Platforms like Amazon usually require an LVD or safety report
  • Customers (especially European and American brands) will ask for a safety test report
  • It's worthwhile to do the safety assessment to EN 62368-1 — since you're already doing RED and EMC, the marginal cost of adding a safety report is low

RoHS and REACH: The easily overlooked environmental requirements

RoHS is not a one-and-done. RoHS 2011/65/EU (as amended) controls 10 hazardous substances: lead, mercury, cadmium, hexavalent chromium, PBBs, PBDEs + 4 phthalates. The whole Bluetooth earphone (housing, PCB, battery, cables) must comply.

REACH deserves even more attention: the SVHC candidate list is updated twice a year (June and December) and already has 240+ substances. If the SVHC content in a product exceeds 0.1% (w/w), you must notify consumers; if you also import more than 1 tonne per year, you must notify ECHA.

One more easily missed item: EN 50332 sound pressure safety

This is a special requirement for headset products. EN 50332 sets maximum sound pressure limits for earphones to protect users' hearing. It has two parts:

  • EN 50332-1: stand-alone sound pressure test
  • EN 50332-2: combined player + headphone sound pressure test

This isn't a mandatory requirement of RED or LVD, but it falls under the General Product Safety Directive (GPSD), and most brand customers will ask for it.

Summary: The recommended CE path for Bluetooth earphones

1

RED + EMC

Core certifications, do them first

2

LVD safety

Assess to EN 62368-1

3

RoHS + REACH

Chemical / environmental

4

WEEE registration

Register in target countries

5

EU representative + DOC

Appoint an EU rep + sign the DOC

✓

Done

Apply the CE mark → ready to export

Key reminder: Don't ignore the EN 50332 sound pressure test and WEEE registration. German WEEE registration fees are higher and require monthly reporting. If you sell into Germany without WEEE registration, you risk fines.
