India BIS / WPC Certification Guide

India is one of the world's fastest-growing electronics and consumer appliance markets, but its certification system is complex and highly protectionist. BIS, WPC and TEC all require a local India representative; testing cycles are long and policy changes frequently.

BIS CRS Compulsory Registration Explained

BIS CRS covers 70+ product categories. Testing must be carried out in a BIS-recognised laboratory in India; Chinese test reports are not directly accepted.

Covered Products (Examples)

Information technology equipment (laptops / tablets / printers), audio-visual equipment (TVs / speakers), lighting and LEDs, lithium batteries / power banks / UPS batteries, adapters / chargers / mobile power supplies, microwave ovens / induction cookers, etc. (the list keeps expanding)

Other Key Requirements

India Authorised Representative (AIR)

BIS, WPC and TEC all require a local authorised representative in India, and it must be an India-registered entity. This is the main hurdle for most Chinese manufacturers and can be addressed through certification agencies.

BIS label

The product body must bear the BIS mark plus the registration number (R-XXXXXXXX). Customs is linked to the BIS system, and goods cannot be cleared without a valid registration number. Do not try the "ship first, certify later" approach.

Expanding BIS compulsory list

Since 2023, USB-C chargers, power banks and wireless speakers have been added among others. Always confirm whether your product has entered the compulsory list before each shipment.

Plug / voltage

IS 1293 (2/3 round pins), 230V/50Hz. India's plug standard is unique and not interchangeable with the Middle East or Africa.

BIS renewal

Start renewal within 3 months before the certificate expires. If lapsed, you must repeat the entire process (including testing) at roughly double the cost.

Overall timeline

BIS 8-16 weeks + WPC 4-8 weeks + BEE 4-8 weeks. Running in parallel the fastest path is around 3-4 months, but 6-8 months is common. Allow a buffer of more than half a year.

FAQs

Can tests done in a Chinese laboratory be used directly for BIS?
No. BIS CRS requires testing to be carried out in a BIS-recognised laboratory located in India. Overseas reports (including CB certificates) are not directly accepted. However, WPC ETA can accept existing FCC/CE/ETSI reports.
Can I do BIS/WPC without a local India representative?
No. BIS and WPC must be submitted by an India-registered entity. Overseas manufacturers must appoint an India Authorised Representative (AIR). A common solution is a professional certification agency providing representative services.
Will the BIS compulsory list suddenly expand?
Yes. The BIS compulsory list keeps expanding, adding several categories since 2023. Always confirm before each shipment whether your product is on the list. Customs links in real time to the BIS system — without a registration number, clearance will fail.
What is the main difficulty with Indian certification?
It is not technical but commercial and compliance-related. The local representative, frequent BIS policy changes and long test scheduling are the three main reasons. Plan at least 6 months ahead. India has many public holidays and frequent policy changes, so build in buffer time.
