Taiwan NCC / BSMI Certification Guide
NCC handles type approval for wireless / telecom terminal equipment; BSMI handles mandatory safety + EMC inspection. Although both mainland CCC and Taiwan BSMI originate from product safety inspection systems, the certification bodies, product lists and mark formats are completely different — they are not mutually recognised.
Certification Overview
| Certification | Regulator | Scope | Mandatory |
|---|---|---|---|
| NCC type approval | National Communications Commission | Products with wireless transmitters, telecom terminal equipment | Mandatory |
| BSMI commodity inspection | Bureau of Standards, Metrology and Inspection (MOEA) | Electronics and electrical products announced for inspection | Mandatory |
| Taiwan RoHS CNS 15663 | BSMI | Listed products | Mandatory (with BSMI) |
| Energy efficiency labeling | Bureau of Energy (MOEA) | Designated energy-consuming products | Mandatory |
NCC Wireless Type Approval
Applicable Standards
Low-power radio-frequency devices technical regulation (LP0002) — 2.4GHz/5GHz short-range wireless devices
Referenced to international standards such as ETSI EN 300 328, EN 301 893
Test Items
Transmit power / frequency tolerance, occupied bandwidth, spurious emissions, frequency stability, SAR (if applicable)
Key Information
| Sample quantity | 1-2 units |
| Certification timeline | 3-6 weeks |
| Certificate validity | Long-term validity |
| Taiwan representative | Requires a Taiwan company as applicant |
| Factory inspection | Not required |
| NCC number format | CCAAxxXXxxxxXXx |
BSMI Commodity Inspection: Three Modes
| Mode | Factory inspection | Per-batch declaration | Suitable scenario | Certificate validity |
|---|---|---|---|---|
| Batch inspection (RPC) | Not required | Required | Small volumes / irregular imports | Per batch |
| Registration scheme | Required | Not required | Long-term export / large volumes | 3 years (renewable) |
| Declaration of Conformity | Not required | Not required | Low-risk products | Long-term |
BSMI Safety Standards
CNS 15598-1
Safety of audio/video/IT/communication equipment, corresponding to IEC 62368-1. The newest standard, progressively replacing the older CNS 14336-1.
CNS 15936
EMC of multimedia equipment, referenced to CISPR 32. Radiated emissions, conducted emissions, electrostatic discharge immunity, etc.
CNS 13803
EMC of industrial, scientific and medical equipment.
CNS 15663 (Taiwan RoHS)
Lead/mercury/cadmium/hexavalent chromium/PBBs/PBDEs + 4 phthalates. The emphasis is on "marking" requirements (RoHS information noted on the product/manual); managed together with BSMI, no separate RoHS certification required.
Key Differences from Mainland CCC
| Item | Mainland CCC | Taiwan BSMI |
|---|---|---|
| Certifying body | CNCA-designated bodies such as CQC/CCIC | BSMI |
| Test report | CNCA-designated Chinese laboratories | Locally recognised laboratories in Taiwan |
| Certificate mutual recognition | Not recognised. Two independent systems | |
| Voltage | 220V/50Hz | 110V/60Hz |
| Plug | GB 1002 (two-flat / figure-of-eight three-flat) | NEMA 1-15/5-15 (US-style) |
| Label language | Simplified Chinese | Traditional Chinese |
| RoHS | Requires certification + testing | Marking only (with BSMI) |
Other Key Requirements
Traditional Chinese labeling
The product body, packaging and manuals must all be in Traditional Chinese. The terminology differs from mainland Simplified Chinese, so review with a Taiwan agent is recommended.
Taiwan local representative
Both BSMI and NCC require a Taiwan local company as applicant. Overseas manufacturers must appoint a Taiwan agent.
Test report requirements
Both BSMI and NCC require reports from locally recognised laboratories in Taiwan (such as ETC, TTC, SGS Taiwan, etc.). Mainland CNAS reports cannot be used directly.
BSMI inspection list
Updated regularly (roughly every six months) — always check the latest list before certifying. Most plug-in power/battery-containing consumer electronics fall within the scope.
Voltage difference
Taiwan 110V vs mainland 220V. Adapters must be designed separately for Taiwan specifications; you cannot simply relabel a mainland version. Plugs are US-style NEMA.
NCC + BSMI dual certification
Wireless products (such as Bluetooth earphones) must do NCC. If they also fall within the BSMI inspection scope, BSMI must be done as well. The two are certified and numbered independently and cannot replace each other.
