Singapore IMDA / CPS Certification Guide
Singapore is the benchmark market for Southeast Asian certification. IMDA governs wireless/telecom equipment, EnterpriseSG governs consumer product safety (CPS), NEA governs energy efficiency. Everything of the complete compliance route for Bluetooth/WiFi products.
Certification Overview
Singapore's certification system is clear and efficient: wireless equipment falls under IMDA (Info-Communications Media Development Authority), safety falls under EnterpriseSG CPS registration, and energy efficiency falls under NEA (National Environment Agency). The three systems are independent and must be applied for separately.
| Certification | Regulator | Scope | Mandatory / Market-Mandatory | Timeline |
|---|---|---|---|---|
| IMDA TS | IMDA | Products with wireless transmitters (Bluetooth/WiFi/cellular, etc.) | Mandatory | 4-6 weeks |
| IMDA ESER | IMDA | Simplified registration of low-power wireless devices | Mandatory | 1-2 weeks |
| CPS Safety Registration | EnterpriseSG | 45 categories of regulated consumer products (e.g., power adapters) | Mandatory (for designated categories) | 3-6 weeks |
| NEA Energy Efficiency | NEA | Energy-consuming appliances such as air conditioners, fridges, TVs | Mandatory (for designated categories) | 2-4 weeks |
IMDA Telecom Certification in Detail
IMDA (Info-Communications Media Development Authority), formerly IDA, is Singapore's unified regulator for wireless and telecom equipment. IMDA certification has two paths:
IMDA TS (Type Approval)
Applies to products with wireless transmitters: Bluetooth/WiFi/NFC/cellular modules, etc. Tested by SAC-accredited laboratories to IMDA TS specifications.
Applicable Standards
The IMDA TS series specifications, with the wireless part mainly referencing the ETSI EN standard system (highly aligned with the EU CE-RED)
Test Items
RF output power, occupied bandwidth, spurious emissions, frequency stability, EMC
Key Information
| Sample quantity | 1-2 units |
| Certification timeline | 4-6 weeks |
| Certificate validity | 5 years |
| Singapore local agent | Required (Local Representative) |
| Factory inspection | Not required |
| Renewal requirement | Renew every 5 years |
CPS Consumer Safety Registration
The Singapore Consumer Protection (Safety Requirements) Regulations (CPSR) stipulate that 45 categories of regulated consumer products must be registered with Enterprise Singapore and display the SAFETY Mark to be legally sold.
Applicable products (CPS-regulated)
Power adapters, chargers, electric kettles, electric fans, desk lamps, electric irons, hair dryers, extension cords/sockets, etc. Simple test: household appliances that plug into 220V mains are highly likely within the CPS scope.
Applicable Standards
IEC system safety standards: IEC 62368-1 (IT/AV equipment), IEC 60335 series (household appliances), with reports from SAC-accredited laboratories
Key Information
| Sample quantity | 2-3 units |
| Certification timeline | 3-6 weeks |
| Certificate validity | 3 years |
| Local agent | Required (Singapore-registered company) |
| Factory inspection | Not required |
| Renewal requirement | Renew every 3 years |
Certification Process
Confirm scope
Determine the applicable IMDA (TS or ESER), CPS, NEA certification types
Prepare samples
Prepare samples + technical documentation (block diagram, circuit diagram, BOM, etc.)
Laboratory testing
Send samples to an SAC-accredited laboratory for testing to the standards
Submit application
Submit to the IMDA/CPS online application system via a Singapore local agent
Review & issue
IMDA review → issue certificate → affix label
Complete
IMDA TS + CPS registration complete, ready to enter the Singapore market
Singapore Plug & Label Requirements
Singapore uses the BS 1363 British three-flat-pin plug (same as the UK, Malaysia and Hong Kong). Mains-powered products must be fitted with a British plug, and the plug itself must carry a PSB/Safety Mark certification.
