Vietnam CR Certification Guide

CR is not CE and not FCC — it is Vietnam's own compliance scheme. MIC governs wireless/EMC and STAMEQ governs safety/energy efficiency; neither can be omitted.

Vietnam Certification System Overview

Vietnam's mandatory product certification system is governed by two bodies and ultimately unified under the CR mark (Conformity Regulation):

RegulatorJurisdictionApplicable products
MIC (Ministry of Information and Communications)Wireless RF / telecom / EMCProducts with RF, ITE equipment, phones, routers
STAMEQ (Directorate for Standards, Metrology and Quality, MOST)Product safety / energy efficiencyMains-powered home appliances, electrical equipment
MOST / CRComprehensive conformity markThe CR mark ultimately affixed to the product

Wireless Product Certification (MIC)

This is the most common scenario for Chinese factories. All products with wireless functions such as WiFi, Bluetooth and Zigbee, as well as information technology equipment, fall under MIC's jurisdiction.

Applicable Standards

Test itemVietnam standardCorresponding international standard
Radio RFQCVN seriesEssentially equivalent to ETSI EN
Electromagnetic compatibility (EMC)QCVN 18Essentially equivalent to CISPR 32
Safety (LVD)QCVN 22Essentially equivalent to IEC 62368-1

Certification Process

1

Confirm the specification

Determine the applicable QCVN technical regulation

2

Submit sample for testing

Submit a sample to an MIC-recognised laboratory to obtain a test report

3

Local submission

A Vietnam local company submits the DoC (Declaration of Conformity)

✓

Affix CR

Affix the CR mark to the product to clear customs and sell

Timeline: 4-8 weeks | Local representative: required | Factory inspection: not required

Key Differences Between CR and CE

ComparisonVietnam CREU CE
Applicable marketVietnam onlyEU 27 countries + EEA
Standard systemQCVN / TCVN (Vietnam national standards)EN (EU standards)
Testing laboratoryOnly MIC-recognised laboratoriesEU notified bodies or self-declaration
Local representativeMust be a Vietnam companyHigh-risk products need an EU authorised representative
Label languageVietnameseLanguage of the destination country
Certificate validityUsually 2-3 years, renewed on expiryLong-term (if the standard is unchanged)
Important: CE reports cannot be directly converted to CR. The product must be re-tested at a Vietnam MIC-recognised laboratory. Vietnam recognises no other certification system.

Common Pitfalls

Mutual recognition misconception

Vietnam recognises no other certification system. Do not assume that having CE, FCC or CCC means you can skip CR. You must have a Vietnam test report.

2.4GHz band differences

Vietnam's allowable channels and power limits for WiFi 2.4GHz differ subtly from Europe and the US. Products whose bands are not covered may fail testing.

Mandatory Vietnamese labeling

Product labels and manuals must be in Vietnamese. Customs will not release goods without a Vietnamese label. This is the most common reason for returns.

Local agent qualifications

MIC has qualification requirements for local agents, including import qualifications and compliance capability. Do not use a shell company without qualifications.

Rapid standard updates

Vietnam MIC's QCVN standards update frequently (some every 2-3 years). Testing to an old standard may get you a certificate that still fails customs clearance.

Additional battery requirements

Vietnam has special requirements for lithium battery imports. Besides UN38.3, some require an additional safety assessment from a local laboratory.
